Reservation in Promotion

Reservation for SC and ST in Group A, B, C and D groups in promotion up to the extent of 75% – Minister informs Lok Sabha Minister for Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh informs to Lok Sabha regarding reservation for SC & ST in Promotion.

Extant instructions of DoPT provide that reservation in promotion by non-selection method is available to SCs and STs in all Groups i.e. Group A, B, C & D. In case of promotion by selection method, reservation is available to SCs and STs upto lowest rung of Group A.

There is no reservation in promotion by selection within Group A. Reservation in posts by promotion under the existing scheme is applicable in which the element of direct recruitment, if any, does not exceed 75%. In accordance with Supreme Court judgment dated 15.07.2014, results of Limited Departmental Competitive Examination 1996 for Section Officer grade were revised by UPSC. Appellants, who were declared successful in the modified results of SO LDCE 1996, were included in SOSL 1996 by this Department. Later the benefit was extended to similarly placed SC/ST officers who were declared qualified in the modified results of SO LDCE 1996. On their inclusion in SOSL 1996, these officers have become eligible for consideration for promotion to the next grade (Under Secretary) on completion of eight years of approved service in SO grade i.e. they become eligible for consideration in USSL 2004 onwards subject to the size of the zone. A proposal for review of USSLs 2004 and 2005 has been forwarded to UPSC in which these officers have been included in the zone.

This was stated by the Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh in a written reply to a question by Shri Ronald Sapa Tlau in the Rajya Sabha today.

Only 1 Per Cent Indians Pay Income Tax – Over the last six years, the growth in the total income tax collected has slowed down considerably.

Taxpayers account for just about one per cent of India’s population, but tax outgo was over Rs. 1 crore for as many as 5,430 individuals, as per the latest data disclosed by the government for assessment year 2012-13. As part of a transparency drive, the government has made public direct tax data for last 15 years. Data for individuals has been published only for 2012-13 assessment year, which shows taxes for income in financial year ended March 31, 2012. A total of 2.87 crore individuals filed income tax returns for that year, but 1.62 crore of them did not pay any tax — leaving the number of taxpayers at just about 1.25 crore which was close to one per cent of the country’s total population of about 123 crore at that time. The tax outgo was less than Rs. 1.5 lakh for a vast majority of nearly 89 per cent taxpayers (over 1.11 crore).

Their average tax payable was just about Rs. 21,000, while the collective amount stood at over Rs. 23,000 crore. The three individuals in the top-bracket of Rs. 100-500 crore paid a total tax of Rs. 437 crore — resulting in an average tax outgo of Rs. 145.80 crore. As many as 5,430 individuals paid income tax of over Rs. 1 crore. Out of this, the tax range was Rs. 1-5 crore for more than 5,000 individuals, resulting in a total outgo of Rs. 8,907 crore. As per the overall data, total income tax collections rose nine-fold to Rs. 2.86 lakh crore in 2015-16, from Rs. 31,764 crore in 2000-01. The data further said that the bulk of individuals who filed returns for the assessment year 2012-13 earned an annual salary between Rs. 5.5 lakh and Rs. 9.5 lakh. Over 20.23 lakh taxpayers earned Rs. 5.5-9.5 lakh, while their cumulative salary earnings stood at Rs. 1.40 lakh crore in the financial year 2011-12. Further 19.18 lakh individuals earned salary of Rs. 2.5-3.5 lakh that year. Six individuals fell in the high-end earning bracket of Rs. 50-100 crore of salary income. In the salary range of Rs. 1-5 crore, there were as many as 17,515 individuals. Nearly 2.87 crore salary earners filed their I-T returns in assessment year 2012-13. The total number of individuals who paid income tax in 2011 was 4 crore; that number climbed only to nearly 5 crore for 2014.

For the year 2014-15, Maharashtra collected the maximum direct tax (which includes corporate tax and individual income tax) of Rs. 2.77 lakh crore, followed by Delhi at Rs. 91,274 crore , Karnataka, Tamil Nadu and Gujarat. Over the last six years, the growth in the total income tax collected has slowed down considerably. The growth rate in the collection of taxes was nearly 18 per cent in 2010, down last year to about 6.7 per cent.

Better Pay Scales Than 7th Pay Commission Near Finalised

:Finmin New Delhi: Better pay scales than the 7th Pay Commission recommendations are near to be finalised by Secretaries group, with the intention of boosting central government employees, blueprint for better scales is expected to be handed over to the government after assemblies’ polls, a senior official in Finance Ministry familiar with the matter said asking not be named.

The blueprint for better pay scales is expected to be handed over to Finance Minister Arun Jaitley after assemblies’ polls. This give a great pleasure to all the central government employees, when the government is likely to modify the better pay package of its employees than 7th Pay Commission recommendations, they can expect a higher package from July. “The highest salary for central government employees is likely to be fixed at RS 2,70,000 and the lowest at Rs 21,000,” he said. “The Secretaries group to review employees salaries is likely to submit its final report of proposing the pay scale to the Finance Minister, Arun Jaitley, after the completion of five states assemblies’ poll process as the model code of conduct is currently in place. The Minister will share the report with media after a cabinet nod,” he confirmed. “The Secretaries group is likely to purpose the fitment factor of 3 for all the employees while 7th pay commission had recommended for applying fitment factor of 2.57 to 2.81.

Now the pay of all central government employees will be fixed Basic Pay multiplying by 3, Basic pay means Pay Band plus Grade Pay and it is so much better than the 7th Pay commission recommendations” he added. These pay scales will be effective from January 1 for all central government employees. The 7th Pay Commission headed by Justice A K Mathur proposed the highest salary at Rs 250,000 and the lowest at Rs 18,000. The commission also recommended 14.27 per cent increase in basic pay, 23.55% overall increase in salary, allowances and pensions. The increase in allowances was recommended 63% while pension was proposed to rise 24%. A 13 members secretary-level Empowered Committee or Secretaries group, led by cabinet Secretary P K Sinha was formed in January to review the recommendations of 7th Pay Commission before cabinet nod and the Secretaries group is likely to finalize its work.
