OROP agitators claim 'vendetta action' against retd officer

Veterans says the action against ex-serviceman was nothing but vendetta against their fight for OROP.

Questioning the recent arrest of a 75-year-old veteran by Gurgaon Police in a cheating case, a group of protesting ex-servicemen on Sunday vowed to continue their campaign on 'One Rank one Pension' scheme and said they will not be cowed down by the "vendetta action". "This case has nothing to do with OROP.

It relates to a complaint first made in 2013 which has been rejected twice by the police and once by the Gurgaon Sessions Court. "Now again it has cropped up and the Gurgaon Police arrested a veteran," Col Anil Kaul (Retd), spokesperson of Indian Ex Servicemen Movement (IESM), said. Wing Commander CK Sharma (Retd) was arrested on March 10 after being booked under sections 420 (cheating), 406 (punishment for criminal breach of trust) and 34 (acts done by several persons in furtherance of common intention) of IPC.

The allegations are that he along with others was involved in financial bungling in the accounts of IESM, which was spearheading the agitation for 'One Rank One Pension'. "This is nothing but vendetta against us.However, we will continue our fight for OROP," Kaul said. Sharma's daughter Nisha is upset that her father was picked up late at night and forcibly taken to the police station "like a criminal". "I fail to understand what the need was to arrest him when previously the complaint has been rejected," she has said. An FIR was registered against Sharma on the directions of the magistrate following a complaint by Lt Gen Raj Kadiyan (Retd), the former chairman of Indian Ex-Servicemen Movement (IESM), who had alleged that the officer siphoned off Rs 14 lakh from the accounts of the organisation.

Police had registered a case against three persons on February 8 after Kadiyan in a complaint alleged that "they had taken a lot of cash from the society funds between January and July 2013". The three are Sharma, Maj Gen (retd) Satbir Singh and Group Capt (retd) VK Gandhi. The trio are the office bearers of IESM, which was formed in 2008 and has been at the forefront of the protests by the ex-servicemen for OROP.

Last September, Defence Minister Manohar Parrikar had announced that OROP will be implemented from July 2014, fulfilling a four-decade demand of the armed forces. The first tranche of the OROP payment is likely to be made this month. However, a section of the veterans, led by the trio, have been continuing the protest demanding equalisation of pension every year as against every five years proposed by the government. However, the movement has lost active support from a large section of retired soldiers after last September's announcement.

Suresh Prabhu Launches “Clean My Coach” srvice – He said foreign tourists who come to see India, should take good memories of comfort travelling in Indian trains.

Minister for Railways Suresh Prabhu on Friday launched the ‘clean my coach’ service where a passenger can request for a dirty coach to be swept and cleaned by sending an SMS on mobile number 58888. Prabhu had announced the scheme in the Rail Budget last month.
The service, which is in keeping with the railways’ cleanliness drive ‘Swachh Rail Swachh Bharat’, was launched from Rail Bhavan through video conferencing in New Delhi/Northern Railway, Mumbai Central/Western Railway and Lucknow Jn/North Eastern Railway.
Under Clean My Coach scheme, a passenger can also use the android app ‘Cleanmycoach Indian Railways’ or webpage ‘cleanmycoach.com’ for logging the request, which will be immediately acknowledged via SMS onmobile phone along with a code.
A message will also be sent by the server to the mobile number of On Board House Keeping (OBHS) staff travelling on the same train along with the details of the passenger such as coach number and seat number.
Speaking on the occasion, Prabhu said the railways was connected to every citizen of the country and it was all the more necessary to maintain clean environment in trains and at stations. He said dustbins had also been put in the non-AC coaches and that the railway administration and citizens were equally responsible for maintaining cleanliness in and around railway premises.
He said foreign tourists who come to see India, should take good memories of comfort travelling in Indian trains.
Prabhu promised more passenger-friendly measures for a better travelling experience on trains. He said the railways was on the fast track in the field of digitalization, cleanliness, passenger amenities, coach designs,mechanized laundries, on board services and social media.

The Indian Air Force (IAF) would demonstrate its combat and fire power capabilities during Exercise Iron Fist at Pokhran in Rajasthan on March 18, the Defence Ministry said here today. (DD will telecast LIVE)

A press release from the Ministry said the mammoth exercise in the Thar Desert would involve the participation of 181 aircraft departing from multiple bases, and demonstrate a synchronized aerial ballet that would showcase its deadly combat capability over the entire spectrum of aerial operations.

This exercise holds special significance as it represents the lethal face of the IAF in its pre-eminent role as the cutting edge of the nation’s military capability, it said.

The exercise will provide glimpses of an exponential increase in the operational capabilities of the Air Force with focus on the concept of all weather, network centric operations, precision weapon delivery and ability to deliver lethal firepower.

It will also highlight the multifaceted nature of IAF through its ability to showcase itself with aerobatic displays by modern combat aircraft like the Su-30 MKI, Sarang and the Surya Kiran Aerobatic team.

Live demonstration by IAF Garuds and special heliborne operations will be another highlight of the proceedings of the event which shall straddle both day and night.

President Pranab Mukherjee and Prime Minister Narendra Modi have given their consent to witness the exercise at Pokhran. The event will also be broadcast live on national television, the release added.

Ration Money Allowance should be exempt from Income Tax – 7th CPC Report

Ration Money Allowance (RMA) : Ration Money Allowance (RMA) is paid to all personnel of Defence forces and nongazetted personnel of CAPFs, Delhi Police, IB, A&N police and such personnel of Indian Reserve Battalions (IRBn) as are posted in Andaman and Nicobar Islands and don’t dine in the mess. The existing rate of this allowance is ?95.52 per day for Non-Gazetted personnel and Rs.79.93 per day for Gazetted personnel.
There are demands to extend RMA to gazetted officers of CAPFs in line with Defence forces. Demands have also been received from some CAPFs that RMA should be exempted from the purview of income tax.
Analysis and Recommendations : Ration Money Allowance is revised periodically by Ministry of Defence and Ministry of Home for their personnel. Hence, it is proposed that status quo be maintained regarding the rates of this allowance.
However, regarding the admissibility of RMA, PBORs of CAPFs and Indian Coast Guard should be eligible to draw RMA irrespective of the place of posting (except when in receipt of the Detachment Allowance). Presently, officers of SSB who are posted in field areas at altitudes of less than 7000 feet are not eligible for RMA. This restriction of 7000 feet should be removed.
Regarding income tax exemption of RMA, the Commission, as part of its general approach, has refrained from making recommendations involving income tax. However, looking into the unique service conditions of CAPFs, the Commission is of the view that since RMA is granted in lieu of free rations, it should be exempt from income tax.
It is further recommended that the provision of free rations and the grant of Ration Money Allowance to officers of Defence forces posted in peace areas should be withdrawn.

It is only in this country that peacefully protesting Ex Servicemen at Jantar Mantar (JM) are assaulted (14.08.2015 ) or an ailing treasurer of Indian Ex Serviceman Movement (IESM) , a respected veteran , Wg Cdr C K Sharma is picked up in the dead of the night on trumped up charges of misappropriation of funds. He has been treated worse than a hardened criminal by Haryana Police . He has not allowed to change from his night wear nor allowed to make calls to his lawyer or relatives last night. Punjab & Haryana Court sometime back had dismissed charges of misappropriation of funds by IESM as not being tenable. He has been picked up by Haryana Police precisely for the same allegations . These allegations were leveled by same disgruntled person Lt Gen Raj Kadyan (Retd). This Kadyan character has tried his luck with all possible political parties in the past, fought in multiple elections and lost each time. He has been unceremoniously thrown out by GBM of IESM in the past.
Same Haryana Police was on leave during the recent Jat Agitation and tacitly allowed unprecedented mayhem , loot , arson and rape. See how fast it acts against peacefully protesting veterans !!!
IESM is the organization doggedly spearheading the agitation against notification of a highly truncated version of One Rank Five Pension (OR5P) , sorry One Rank One Pension (OROP).
